City releases interim Elevate Boulder evaluation showing early improvements in food security and well‑being

City staff told the Human Relations Commission on Dec. 17 that an interim evaluation report for Elevate Boulder — the city’s guaranteed-income pilot — was released on Dec. 12. The report summarizes participant survey responses and focus-group feedback at the eight-month mark.
Staff said participants reported better ability to meet family food needs, fewer missed or late bill payments and improved mental-health and well-being markers. A majority of respondents said they expected to be better able to meet financial goals as a result of the program, though staff cautioned it is too early to measure longer-term financial security outcomes.
The city’s consultant will administer another survey at the program’s 20-month mark to measure longer-term changes. The interim report and related materials are available on the Elevate Boulder project page on the city website, staff said.
