Vidor ISD receives unmodified audit opinion for 2023–24; trustees approve the audit

The Vidor Independent School District received an unmodified (clean) opinion on its 2023–24 financial statements and the board approved the audit on Jan. 13.
Krista (CPA) from the district’s auditors Briefing Firm presented highlights and told trustees the audit found no exceptions in internal-control testing and no findings in the single-audit review of federal funds. She reported that general fund cash increased by about $3 million and that revenues rose by roughly $2.9 million for the year, driven largely by state program revenue. Expenditures in the general fund were approximately flat year over year.
The auditor identified two budget functions that exceeded their adopted budgets by more than 10 percent: function 31 (instructional-related personnel/services) due to new hires, and function 34 (transportation) because of higher fuel and travel costs. The auditor said those overruns will be disclosed in the financial statements and that the district will address budget adjustments in the coming year.
Board members asked about fund balance composition; the auditor walked through the balance-sheet breakdown that shows portions of the fund balance are reserved for self-insurance and inventory and noted the district’s unassigned fund balance is substantially smaller than the headline fund-balance number once those reserves are removed. The auditor characterized the district’s fund balance as healthy relative to a 60–90 day benchmark.
Trustees voted 7-0 to approve the audit as presented. The board’s vote followed the auditors’ recommendation that the trustees review the full bound audit and that staff implement minor control and documentation improvements identified during the engagement.
