Vidor ISD reviews campus construction plans; board authorizes bond sale and reimbursement resolution

Trustees of the Vidor Independent School District on Jan. 13 reviewed schematic designs for multiple campus projects tied to the district’s recent bond and authorized preliminary financing steps.
The board heard a presentation from Clay Richards, architect, and project staff who showed schematic floor plans for a renovated practice gym at Vidor High School and a roughly 38,000-square-foot addition at Vidor Elementary that would house grades 3–5, plus upgrades at Oak Forest, Pine Forest, Vidor Middle School and other campuses. The high-school practice gym plan would create two practice courts (or up to four volleyball courts with a center curtain), seating that retracts into the walls and four locker-room pods renovated to add showers. The high-school work is projected to be completed by late 2027 under current planning assumptions.
Richards and district staff described site changes intended to reduce parent-pickup congestion: adding queuing lanes as alternate bid items, connecting parking areas to create triple-stacking queuing and adding roughly 60 parking spaces at one campus. The board was told the queuing improvements were not included in the bond GMP as base scope; they will be bid as alternates so the board can decide later whether to add them if bids come in under budget.
The board approved two financial steps tied to the bond program: a reimbursement resolution allowing the district to pay preliminary project invoices from the general fund and later reimburse those expenditures from bond proceeds, and a parameter resolution authorizing the sale of up to $50 million in the district’s 2025 bond series. Both measures passed 7-0. Trustees were told bond proceeds are expected to arrive roughly 30 days after sale and that queuing/alternate items would be competitively bid and could be added to the GMP only by board action.
The district’s construction manager and administrators said many of the projects are in design or MEP (mechanical, electrical, plumbing) development and that Oak Forest and Vidor Middle School documents are scheduled for bidding in March. Officials said timing for work that affects students would be coordinated to minimize disruption and that alternates (queuing lanes, additional parking) would be executed if funds permit and the board votes to add them to the GMP.
Trustees did not take action to approve final construction contracts or a GMP at the meeting; the presentation was informational and administrators said action would return later once bid prices and the GMP were available.
