Authority advances cathodic protection work at city piers; federal grant could fund Northfield Point mooring fields

Project manager Karen Martin told the board the authority received a draft package of field studies, recommendations and construction cost estimates for cathodic protection work at the Northern Pier and mooring areas.
Martin said the team plans to issue a request for construction proposals on April 3, hold a pre-bid site meeting on April 10, and set bids due April 17. The authority hopes to present bid results at the April board meeting and award a contract in early May; construction is expected to start in June and run roughly three months. Martin said construction will be performed from a floating platform in the water and "should not be any disturbance above, above ground."
The draft design assumes about 109 anodes for the cathodic protection system and the current cost estimate fits within the authority’s budget for the grant that will fund the work. Staff said they are considering adding protective coating to exposed steel above mean high water for additional protection; that work was not yet finalized.
On Northfield Point, staff reported conversations with state fish and wildlife officials and a likely federal grant award that would cover work on three mooring fields and a new dinghy dock. Martin said an announcement might come in February for one grant and that a larger federal grant the authority expects could be announced "very soon." The federal program’s application window opens June 1 and closes June 30, with awards expected in August. Staff cautioned that, even if awarded, procurement timelines mean actual construction at Northfield Point might not occur until 2026.
The authority also filed a notice of intent with the Conservation Commission; the Conservation Commission docket item is set for Feb. 3. Staff indicated the project’s permitting contact had already discussed questions with the city conservation official.
Board members discussed sequencing the work to finish the Northern Pier work earlier in the season and to avoid interfering with the transient docks.
No formal vote was recorded on design acceptance or the procurement schedule at the Jan. 22 meeting; staff said they will return with final bid documents and a recommendation for contract award in subsequent meetings.
