The Collins Center team observed that under the proposed council form there is no statutory finance committee equivalent and that existing bodies (capital program committee, audit committee) will be advisory unless given a specific legal role in the charter. Consultants said the committee must decide whether to create formal advisory bodies now or leave the decision to the incoming council during the transition.
Mel, a Collins Center consultant, summarized options: keep a finance/budget advisory body (a ways‑and‑means or finance committee), retain or adapt the capital program committee’s current role, and consider whether to create an audit committee. Several committee members emphasized the heavy workload already borne by citizen committees — the capital program committee chair, Jill, told the group she held 25 meetings since July to complete the capital cycle — and said the new council will likely need dedicated resources or subcommittees to handle capital project review.
