Hot Springs City Council approves routine claims, first reading of ordinance transferring lots; adopts resolution on bridge inspections

The Hot Springs City Council on Feb. 3 approved a series of routine and administrative actions, carried a first reading on an ordinance transferring three lots in the Boulder Falls addition and adopted a resolution authorizing a yearly bridge reinspection contract.
Council members approved an amended agenda, amended current claims and several bills and payroll items. The amended current claims balance was recorded as $247,378.30 after two adjustments to Premier Pyro Technics line items.
The council approved the first reading of Ordinance 1262, “an ordinance transferring three lots in the Boulder Falls addition from bridal service district to urban service district.” The ordinance passed on a roll-call vote with the following members recorded as voting yes: JR Huddleston, Travis Orbach, Gary Telkamp, Larry Pratt, Deborah Johnston, Bill Lukens and Linda Varval. The motion passed following roll call.
The council approved Resolution 2025-4, the Bridal Reinspection Program Resolution, which staff said reflects expected changes to DOT bridge-inspection contract requirements and may include a modest cost increase tied to federal guidelines.
Other approvals and authorizations at the meeting included:
- Approval of the minutes of the Jan. 6 council meeting and approval of “bills in between” totaling $172,408.20.
- Approval of 2024 payable claims for $12,354.75.
- Approval of personnel actions A through C.
- Authorization for the mayor and finance officer to sign a 2024 audit engagement letter with Kettle Thorston LLP.
- Approval of Agreement 2025-3 with Joel Johnson, doing business as CES Code Enforcement Specialist, LLC, for code enforcement services in 2025; council members discussed the need for follow-through on enforcement recommendations during the contract term.
- Authorization for Police Chief Ross Norton to accept the Patrick Leahy Bulletproof Vest Partnership Award covering 50% of the cost of three vests, totaling $2,079.19.
- Authorization for the finance officer to reinvest a maturing U.S. Treasury bond (SD FIT #21080-104 / 602wtr-dsr) into another U.S. Treasury bond for a six-month term at an anticipated rate of 4.06% (subject to market fluctuations).
- Approval of plats: Largent Tract West and Largent Tract East of Block 2 (Grandview Place addition) and Fisher Tract (reconfiguring small interior jogs/lot lines).
- Approval of travel/training requests: Turfgrass seminar for golf superintendent Jason Happe (March 2–5, 2025, Sioux Falls) and authorization for wastewater employee Jason Corral to attend the Wastewater Treatment Level 3 exam on Jan. 30, 2025, in Spearfish.
- Motion and approval to go into executive session under SDCL 1-25-21 (personnel) and SDCL 1-25-23 (legal); the council indicated no action would be taken immediately upon return from executive session and adjourned later in the evening.
