Council to delay retreat to late March to align with strategic plan consultant selection, staff says

City staff told the Finance & Administration Committee they plan to run a request-for-proposals process to select a strategic planning consultant by early March and suggested delaying the council retreat until the last Friday in March so the retreat can serve as an introductory session for the strategic planning work.
The staff presentation said the consultant selection committee will include council representation and asked councilmembers to identify who should participate in the selection process. Staff proposed the retreat date be held as a soft target (March 28) and to poll the full council for availability; staff said the retreat would be used to capture council priorities as part of the broader strategic-planning outreach, which will include many public meetings and stakeholder workshops.
Councilmembers said they had no substantive objection to the general approach but asked staff to confirm individual availability and to bring two items to the council agenda: (1) final retreat date and (2) council participation on the strategic consultant selection committee. The committee chair agreed to include those items on the next council agenda so the council can confirm dates and selection participants.
