Medina Valley ISD board approves dispatch agreements with Medina and Bexar counties

Medina Valley ISD held a special board meeting Jan. 23, 2025, and approved an interlocal dispatch services agreement with Medina County and a memorandum of understanding with the Bexar County Sheriff's Department to secure county dispatch services as the district moves toward creating its own police department.
The agreements are designed to let the district use county dispatch centers while Medina Valley ISD develops a formal memorandum of understanding (MOU) and establishes its police operations. "Members of the board, Dr. Kailas, what you have before you is an interlocal dispatch services agreement with Medina County," said Dr. Kailas, a district staff member, summarizing the first item. He later added that once both sides approve the interlocal agreement the district and county will work on an MOU and return to the board for final approval.
The board voted to approve the interlocal dispatch services agreement with Medina County by a 4-0 vote. The board then considered and approved a separate MOU with the Bexar County Sheriff's Department, which staff said is necessary because the district's jurisdictional boundaries would extend into Bexar County if approved. "Wewill have MOUs with all the local police departments, the Medina County Sheriff's Department, and the Bexar County Sheriff's Department," the presiding board member stated during the meeting.
Board members made the motions and seconds on the floor and the clerk recorded each motion as carrying with all four present board members voting in favor. The items come as part of steps the district identified to prepare for a Texas commission/oversight visit and the start-up of a district police department pending the required interlocal and MOU approvals by the respective counties' commissioners courts.
The board also noted a separate agenda item to consider a nomination for a candidate to the Medina Central Appraisal District Board; no action was taken on that nomination at the Jan. 23 meeting. Absent from the meeting were board members Nathan Fillinger and Blaine Nash. The special meeting was called to order at 6:00 p.m. and adjourned at approximately 6:05 p.m.
Votes at a glance: the interlocal dispatch services agreement with Medina County was approved (4-0), and the memorandum of understanding with the Bexar County Sheriff's Department was approved (4-0).
