District outlines targeted improvement plans for three Title I campuses; emphasis on observation and feedback

District leaders presented targeted improvement plan (TIP) work for three campuses — DeLay, Southridge and Mill Street — at the Jan. 13 board meeting, describing instructional supports, coaching and attendance strategies intended to raise student outcomes.
Miss Litchfield (school improvement lead) said one campus is identified as comprehensive and two are in comprehensive progress status; all are required to follow the state-mandated improvement process and engage community input prior to final board review. She said campus community-input meetings were being completed this week and final TIP submissions are due Feb. 28.
At DeLay, leaders selected Effective Schools Framework lever 5.2: building teacher capacity through observation and feedback cycles. DeLay has implemented a district-created classroom feedback tool and established reading (Mindplay) and math (IXL) labs to provide targeted interventions.
Southridge principals and their school chief described focused professional learning communities (PLCs) to spread classroom strategies, job-embedded modeling where district staff model instruction and teachers replicate the practice, and an emphasis on improving chronic absenteeism at some elementary campuses tied to long-term outcomes.
Mill Street staff described continued PLC work, intentional monitoring of essential standards and reading-level progress, and ongoing collaboration with the district learning-and-teaching team. Trustees pressed on the timing of feedback cycles; principals and district staff said the goal is timely, actionable feedback — typically debriefs within a day or two and individual coaching meetings shortly thereafter.
Trustees also asked about potential uneven incentives for campuses in improvement status, instructional materials (including Bluebonnet materials) and how pilot coaching from regional centers will be evaluated. Superintendent Dr. Rapp said the district will continue to prioritize materials aligned to local curriculum and promised to bring recommendations to the board rather than accept top-down mandates.
