Board forms committee to evaluate investor proposal for large hangars, master plan advances and open-house set for June

The Logan-Cache Airport Authority heard a staff report that an investor (represented via a non-disclosure agreement) has proposed building large hangars, adding customs capability and widening the runway at airport-owned land west of the main runway.
Manager Bob said the investor — described as being represented from Montreal — has asked to start discussions and has given permission to introduce the concept to the board. "He is representing a company that wants to come in and develop some land at our airport … He wants to pay at their expense to widen our runway to a 150 feet instead of a 100 feet that we're currently at," Bob told the board.
The board directed formation of a small committee to engage with the investor and staff. The mayor and other board members endorsed a committee composed of the two economic development directors (Cache County and Logan City), airport manager Bob, and a board member volunteer; staff suggested Lochner (airport planning consultant) also be involved to review technical impacts. "Let's have that committee work on this issue and report back to us if there's any action the board needs to take," a board member said when proposing the committee.
Master plan update: Consultant Judd reported the airport layout plan (a large portion of the master plan) is in draft and the technical advisory committee has reviewed the draft. Judd said the draft will be finalized after committee comments, followed by a public hearing and FAA submission; he noted FAA timing for final approval is variable and could take months.
2025 capital projects and open house: Staff summarized four 2025 projects — runway painting/striping (bids in; weather-dependent), taxi-lane Kilo (estimated $1.1 million total; small local share), snow-removal broom equipment (estimated $250,000, local share ~$6,000–7,000), and taxiway Charlie (estimated $800,000; local share ~$150,000). Staff also reported that PAPI control boxes may need relocation pending FAA direction.
Professor Barron updated the board on a planned airport open house and related events on June 27–28, 2025. The open-house plan includes an aeronautics conference at Utah State on Friday, a reception and evening events at the airport and a Saturday public demonstration/open house on June 28. Barron said organizers had secured an experienced air-boss and several performers and that additional coordination with law enforcement and medical providers is required.
Ending and next steps: The committee will convene next week to begin investor discussions; staff will continue finalizing the master-plan draft and will schedule a public hearing as appropriate. Staff will also return the lease redline and capital-project details at the next meeting.
