District notifies board of technology bond purchase to replace telephone system across LTISD
Summary
IT staff told trustees the district purchased a unified communications system (hardware and five years of licensing) via the Texas DIR contract to replace legacy telephony and add emergency communication features; the item was a board notification rather than an action requiring approval.

Chief technology staff member Chris notified the board that LTISD has purchased replacement unified communications infrastructure funded from technology bond proceeds. The purchase covers licensing for five years, hardware to replace the legacy voice/data infrastructure, and new phones for each district location.
“It is a purchase made through the Texas DIR contract, through Netsync, for turnkey installation,” Chris said, describing the procurement route and vendor. He said the system includes softphone functionality (PC‑based extensions), an app to present district extension numbers on staff mobile devices, E‑911 support, and programmable dedicated action buttons that can be used for emergency communications if a badge is unavailable.
Staff characterized the project as district‑wide and noted the phones will be installed at every facility; the board received the notification under board policy CH‑Local that requires notification for cooperative‑contract purchases of $100,000 or more. No vote was required; board members asked clarifying questions about the difference between enterprise telephony and consumer phones and about emergency reliability and redundancy.
Why it matters: the district will replace legacy telephony with an enterprise system intended to improve emergency communications, support E‑911 requirements and provide centralized administration. Staff said the system will provide resilience in the event of Internet or campus outages and that the replacement phones will integrate with badge and district emergency procedures.
