Cabell County Schools to use final NTI day as temperatures drop; superintendent outlines decision process

Superintendent Hardesty told the Cabell County Board of Education that the district will call an NTI (non-traditional instruction) day because forecasts showed temperatures near 2 degrees with wind chill below zero.
Hardesty described a recent transportation incident where a bus became stuck on an icy side street while picking up a special-needs student; staff and transportation personnel assisted and the students were safe. He said the district consults transportation staff, custodians, and school staff each time it considers weather-related schedule changes and tries to balance keeping students in school with safety concerns. Hardesty noted the district has five NTI days approved by the state this year and that using one now will avoid extending the school year into June.
Board members voiced support for the staff's judgment and expressed concern about students — particularly young children — waiting at bus stops in subzero wind chills. The board also reminded parents that if they choose to keep a student home because of weather concerns they should notify the school, and the district will work with families on attendance.
Hardesty said he would send the district's NTI notification to families and that the day would exhaust the district's remaining NTI allowance for the year.
