Mercy Village Church asks board to donate Davis Creek elementary building; board to consider surplus property options

Representatives of Mercy Village Church asked the Cabell County Board of Education to donate the former Davis Creek Elementary property to the church. The board heard two public delegations and said it will follow up on surplus property appraisals and present a recommendation to the board.
During public delegations, representatives of Mercy Village Church requested the district consider transferring the old Davis Creek Elementary building to their organization for community use.
Paul Bockel, a pastor at Mercy Village Church, said the church has submitted a written proposal and additional financial and organizational information to the district and asked the board to evaluate which community group would best steward the property. Stephanie DeRose, also representing Mercy Village Church, addressed the board with budget projections and said the church expects to generate modest rental income and partner with local nonprofits to use portions of the building.
Board staff and counsel noted the district has been placing surplus properties on the board agenda for appraisals and stated a recommendation will be forthcoming to the board before any disposition occurs. Legal staff flagged that surplus-property procedures and any competitive or statutory requirements will be reviewed; the meeting contained no formal board action to transfer or dispose of the Davis Creek property at this session.
Speakers said they serve local residents and asked the board to consider their stewardship plan. The board did not vote on the request during the meeting but indicated district staff would prepare options and a recommendation for a future agenda.
