Council declines request to seek county opinion on residential artificial turf; motion fails

The Town Council voted down a motion to direct the town attorney to request a formal opinion from the county attorney on whether the county code precludes residential artificial turf across front yards.
Councilmember Cuadra Garcia, who sponsored the item, said some homeowners install artificial turf after repeated landscape failures and argued the material can be permeable and reduce water use. Several residents who spoke in public comment said they had installed turf for those reasons.
Opponents on the council raised several concerns: the visual impact of replacing planted front yards with synthetic turf, potential drainage and stormwater implications, the presence of PFAS and other microplastics in some turf products, and the difficulty of enforcing standards or policing the many material variants. Staff noted that permitting and stormwater rules are often constrained by county-level regulations and that any change might require coordination with Miami‑Dade County and possible comprehensive‑plan implications.
The clerk read the roll on the motion to seek a county opinion. The vote was: Fernandez — Yes; Sanchez — No; Cuadra Garcia — No; Garcia — Yes; Herzberg — No; Vice Mayor Moreira — No; Mayor Dieguez — No. The motion failed.
