Council members who voted yes — Councilmember Herzberg, Councilmember Fernandez, Vice Mayor Moreira and Mayor Dieguez — said the appointment preserved continuity and placed a candidate before voters sooner than a special election. Councilmembers Garcia and Cuadra Garcia voted no, citing a preference that voters decide the seat in a special election.
The roll call on the nomination as read by the clerk recorded: Herzberg — Yes; Garcia — No; Cuadra Garcia — No; Fernandez — Yes; Vice Mayor Moreira — Yes; Mayor Dieguez — Yes. After the motion passed, Sanchez took the oath of office and signed the official documents on the dais.
Sanchez’s appointment and swearing restored a full five-member council immediately; Dieguez said the council would hold a formal, ceremonial swearing at a later date.
