Administrators and the district’s architect (H2M) and construction manager (Elite) described how the visual-inspection findings were stratified by five criteria — safety, infrastructure preservation, modernization needs (including ADA compliance), remaining useful life of systems and other factors — and how long lead times for equipment make early planning essential. The team warned that long manufacturing and state-approval timelines mean work should be contracted while systems are still functioning: vendors can take more than a year to deliver major HVAC or electrical components, the presentation said.
