Humble ISD board approves educational service consultants vendor list after debate; attempt to remove vendor fails

The Humble ISD board approved the listing of vendors for RFP 2021-006-11 (educational service consultants for districtwide use) after public comment and a brief board debate on Jan. 14, 2025.

Public commenter Tracy Shannon asked the board to remove a specific vendor, identifying her as "Megan Mooney," and urged trustees to “put kids first and remove this vendor, Megan Mooney, from the vendor list.” Shannon said the vendor’s professional materials included references she described as related to gender-transition procedures and argued that the vendor’s presence on the district vendor list posed a risk to vulnerable students.

Trustee Holmes moved to approve the RFP vendor listing and Trustee Lamond Dixon seconded. Trustee Grabowski later attempted to amend the motion to approve the vendors "with the one exception of pulling Dr. Megan Mooney," but his amendment did not receive a second and therefore was not considered.

A motion to table the item was made later and failed. The board then voted to approve the vendor listing. The vote passed 4-3.

During discussion trustees and counsel raised procedural questions about whether the board’s vote was approving the entire historical vendor list or only newly proposed additions; counsel said he would research the question for future precedent. The board asked staff to provide legal clarification in follow-up.

The approved RFP is identified in the agenda as RFP 2021-006-11 (educational service consultants); the transcript records the vendor name that was the focus of public comment as "Megan Mooney." The board did not place any explicit restrictions in the motion, and there was no recorded amendment that changed the vendor list prior to the final vote.
