Humble ISD board approves district and campus improvement plans after review of 2023–24 results and 2024–25 targets

The Humble Independent School District board of trustees approved the district and campus improvement plans for the 2024–25 school year following a presentation on Jan. 14, 2025.
Kathy Eubanks, director of state and federal programs, told the board that Texas Education Code and board policy require performance objectives and improvement plans be developed and approved annually. "These plans are of significant importance because they help stakeholders align to a unified vision and they ensure that they are working collaboratively towards our shared goals," Eubanks said during her presentation.
Eubanks reviewed outcomes for the 2023–24 school year and proposed measurable targets for 2024–25. She said the district recorded progress on 10 of 16 prior-year objectives (63%). Notable results presented by Eubanks included a larger-than-expected increase in college, career and military readiness (CCMR): the percentage of graduates meeting CCMR rose to 61% (exceeding the 40% target reported for 2023–24). Dual-credit hours and industry certifications also exceeded prior targets: dual-credit hours were reported at 37,758 and TEA-recognized industry certifications at 621.
Superintendent Dr. Roger Brown highlighted attendance improvements and the district’s financial implications. "For the 3rd 6 weeks this year, we're at 94 0.1, and this is an increase from 92.7 at this time," Brown said, and staff noted that if the trend continued it could yield an additional $4,100,000 for the district.
Eubanks also reviewed areas needing further work: some early-grade reading and math targets were missed or showed minimal progress (for example, first- and second-grade local reading assessment results declined in the prior year). The proposed 2024–25 objectives keep or raise several targets, including raising CCMR to 64% and increasing industry certifications from 621 to 683 by August 2025.
Board members asked for additional detail on survey response rates, retention and fill rates; Eubanks and district staff said follow-up information would be provided and that workshops are planned to refine goals and measurements before future school years.
Trustee Holmes moved to approve the district and campus improvement plans for 2024–25; Trustee Scarfo seconded. The motion passed unanimously, 7-0.
The plans approved on Jan. 14 will serve as the district’s baseline for the current school year while staff and trustees schedule workshops to review and refine goals for subsequent years.
