At the reconvened Mayor’s Council of Guam meeting, leaders delivered several administrative announcements covering Municipal Planning Council (MPC) membership, email standardization, stipends, meeting logistics and upcoming presentations.
The presiding officer told new mayors to disregard earlier requests for audience forms; requests already submitted will automatically be added to the next meeting agenda unless a mayor objects. The council is standardizing official email addresses in the mcog.guam.gov domain so members can access shared systems; the presiding officer gave an example email, jesse.allig@mcog.guam.gov, for staff contact.
On MPC membership and eligibility, the presiding officer cited “Subsection 40125,” saying a municipal planning council is composed of 10 members appointed by the mayor from among district residents who are registered voters, U.S. citizens and at least 18 years old. The council also noted that jurisdictions with more than 10,000 residents may add one additional MPC member for each 10,000 population.
The council discussed stipends and funding: MPC members may be paid $50 per meeting, up to $100 per month, but payment requires available funds in the account identified in the meeting record as “90” (the presiding officer said if funds are not in account 90 they cannot be paid). The presiding officer also said if stipends are paid from appropriated funds a different account code was referenced in the discussion.
On meeting accessibility, the presiding officer encouraged mayors to comply with live-meeting rules by using free streaming options such as Facebook, YouTube or Google Meet via the mcog.guam.gov account. The council advised using the official mcog email accounts because they are required for access to the council’s financial management system when that becomes available.
Other announcements included: review materials in members’ meeting packets about a waste-to-energy project and a guest presentation scheduled for Feb. 5; a Community Development Block Grant planning meeting on the 24th at 10 a.m.; and a meeting about sirens and lights with the police chief and fire chief on the 30th at 10 a.m. The council also said a hosting mayor receives a $550 check for providing lunch for a regularly scheduled meeting.
The meeting adjourned at 12:50 p.m.; the presiding officer then closed with a short invocation.
