The Madison City Common Council took up the first reading of Ordinance 2025-1, which would amend the city zoning map to change the property at 1023 East Vaughn Drive from open space to historic district residential.
A staff presenter identified the parcel as currently zoned open space and said surrounding lots are also open space. Planning staff told council the plan commission issued an unfavorable recommendation against the rezoning, noting the change could be viewed as spot zoning. Staff advised the applicant to pursue a variance through the Board of Zoning Appeals (BZA) to allow improvements to the existing structure.
Planning staff said the structure appears to have been built around 1993 and that the open-space zoning predates the building, suggesting the structure should not have been placed in an area zoned open space. Council members said the item will return for a second reading and additional public comment at the council's next meeting on Feb. 4, 2025.
No vote on adoption was taken; the item was on first reading only.
