District presents midyear budget amendments; transfers $200,000 from fund 177 to replace Stewart's Creek gym floor

District finance staff presented a midyear “cleanup” budget amendment and other financial updates at the work session.
The fund 141 midyear amendment adjusts revenue and expenditure line items to reflect state grant allocations received after the original budget and higher-than-expected maintenance, instructional, security and transportation costs; staff described a net increase in both revenue and expenditures of $1,310,000 with no use of fund balance reported at the briefing.
Staff also proposed a fund 177 amendment moving $200,000 from a committed capital projects account (34685) to a maintenance and repair account (913035) to replace the auxiliary gym floor at Stewart's Creek High School after a water-main break damaged the floor. Staff said the deductible on the claim is $250,000, so the district will pay to replace the floor because it is cheaper than claiming insurance. The event occurred at the end of October and engineering determined the floor is not repairable.
The briefing covered other facility requests including a $2,800 materials-only request to replace basketball lockers at Whitworth Buchanan with donated labor, which engineering reviewed without objection.
On transportation, staff described ongoing contract negotiations with bus contractors who have requested substantial rate increases. Finance staff said about two-thirds of routes (185) are under a 60-mile guaranteed rate when deadhead mileage is included, and that negotiations center on deadhead miles and guaranteed mileage reimbursements. Fund 177 currently holds roughly $7 million; staff warned that large contractor increases would quickly deplete those funds and urged board discussion about tradeoffs in services versus contractor rates.
Board members asked for additional detail and said several items will return on the Thursday consent or action agenda for formal consideration.
