The Village Board of Sugar Grove on Jan. 21 approved a resolution authorizing a professional services agreement with Gordon Clark for architectural services and construction management for the planned police department renovation and expansion.
Chief Robbins presented the project and said Gordon Clark and village staff had presented concept plans at the prior meeting; the agreement before the board covers architectural and construction‑management professional services and remains subject to attorney review. The motion to approve the agreement was made "subject to attorney review" and seconded; the board carried the resolution by roll call, 5‑0.
During discussion trustees and staff emphasized the value of including construction management in the contract. Chief Robbins and other trustees described the construction manager's duties as administering bids on the village’s behalf, reviewing shop drawings, performing on‑site supervision, and ensuring work is built according to plans. A trustee and staff member noted that construction‑management general conditions for comparable projects had included items such as on‑site supervision, dumpsters, portable toilets, temporary protection and cleanup.
A board member asked about the general‑conditions amount; staff referenced a $260,000 familiar number as part of the construction‑management budget and also said some firms quote general conditions as a monthly fixed number or as a percentage of construction cost. Trustees said construction management is important for the village because the village does not have an in‑house building department and a construction manager will act as the village’s on‑site representative.
The board approved the agreement by roll call (5‑0). Staff said the contract will be subject to attorney review and Gordon Clark will issue construction bids on the village’s behalf when appropriate.
