Board of Aldermen approves contracts, budget amendments and multiple authorizations

The City of Southaven Board of Aldermen on Jan. 21 approved a slate of contracts, budget amendments and work authorizations, including three Comcast service agreements, a contract amendment with Tyler Technologies, a 10‑year real and personal property tax exemption (and Freeport exemption) for Simplo, and combined budget amendments moving FY24 funds into FY25.
The board approved three Comcast agreements authorizing Internet and phone service for two Fire Station No. 5 locations and the Southaven East Precinct. According to city staff, the Internet service for a fire station is $900 per month for five years; one phone contract for a fire station was shown as $16,485 per month for three years; the east precinct phone contract was shown as $23,995 per month for two years. The agreements were presented by City Attorney Nick Manley and authorized so department chiefs may sign them.
The board approved a contract amendment with Tyler Technologies that removes maintenance fees for eight PCI hardware units the city no longer uses. City staff said the amendment will reduce the city’s costs by eliminating those maintenance agreements.
A resolution granting Simplo real property tax exemption in the amount of $3,000,000 and personal property tax exemption of $638,980 for 10 years, effective Jan. 1, 2025, plus a Freeport tax exemption, was presented as recommended by the Economic Council and approved by the board.
The board adopted three FY25 budget amendments in a single resolution, moving surplus FY24 funds into FY25 to pay for (1) the purchase of a trailer, (2) turnout gear for the Southaven Fire Department, and (3) facilities renovation funds to complete the animal shelter. City staff said the animal shelter amendment requires advertisement because it represents a 10% increase.
Other approved items included a memorandum of understanding between the Southaven Police Department and the FBI authorizing FBI reimbursement of overtime expenses for officers who participate in the Safe Streets Task Force; the Vector Solutions software amendment for the fire department to add inventory-tracking functionality; the utilities billing leak adjustment docket; and a claims docket totaling $4,112,383.71 (including demand checks). The personnel docket was approved as presented.
Several motions were handled by voice vote or roll call and carried without extended discussion.
