Planning committee aligns local building codes with state guidance, forwards multiple land-use items to full council

The City Council planning and zoning committee on Jan. 21 forwarded a package of technical code amendments and several land-use cases to full council, and held or tabled other items for additional community meetings.
The committee unanimously forwarded two related code items to full council: (1) adoption of the 2018 International Energy Conservation Code (IECC) in order to align with a 2023 Tennessee law and comply with state fire-marshal guidance; and (2) related local amendments to return certain regulatory language for 3–6 unit residential buildings to the International Building Code (IBC) after state clarifications. Committee staff said the state adopted the 2018 IECC and that local adoption of a more stringent 2021 edition would leave the city out of compliance with state law.
Committee members also considered multiple plan-development (PD), special-use permit (SUP) and street/alley vacation items. Notable committee actions included forwarding with a favorable recommendation an amendment to a planned development for the former Racquet Club site to add parcels and adjust permitted uses (staff and the Land Use Control Board recommended approval); forwarding a paper-alley abandonment (near Central Avenue and Cooper Street) with a favorable recommendation; and forwarding a new PD (PD2417) on Jackson Avenue for a wholesale/retail business with favorable recommendation after Land Use Control Board approval. Several other items were held or tabled to allow additional community meetings (for example, the French Fort SUP was held to permit an applicant community meeting).
The committee discussed practical details on items it forwarded — including site-plan changes, fencing, pedestrian connections to Brookhaven Circle and how the amended Racquet Club plan reduced density in some locations while adding commercial uses elsewhere. Staff said outline-plan conditions and revised site plans were included in the committee packet and would be part of any council action.
