Council advances comprehensive-plan amendment, rezoning for 500 Day St.; Georgia-Pacific seeks more time to review

The Green Bay Common Council on Jan. 21 approved the first reading to amend the Smart Growth 2022 comprehensive plan to change 500 Day Street from planned industrial to downtown land use and separately approved a rezoning request for the parcel.
Representatives for Georgia-Pacific told the council that the company has not completed feasibility work for the site under non-industrial uses and asked the council to continue collaborative discussions so any rezoning would align with financially and physically feasible redevelopment plans. "We are not opposed to different uses," said Chris Brennan, public affairs representative for Georgia-Pacific, but he urged the city to work with the company to avoid leaving the site stagnant.
Council members noted the amendment requires a 30-day waiting period between readings; adopting the first reading keeps options open for possible changes at the second reading on March 4. Alder Prophet said the council would continue talks with Georgia-Pacific and property brokers, and several members urged staff and the company to continue negotiations during the interim.
Alder Hutchinson, who had voted against the item at planning commission because of a late corporate notice to the company, said she would support the first reading now that staff and Georgia-Pacific had engaged in additional outreach. The council approved the comprehensive-plan amendment and the rezoning on their first readings; both items will return for final action at the required later date.
