Plan Commission approves Sunnyview Expo Center expansion plan amendments, including additional parking and signs

The Oshkosh Plan Commission approved amendments to the general development plan (GDP) and specific implementation plan (SIP) for the Sunnyview Expo Center at 500 East County Road Y, permitting expanded paved and gravel parking areas, additional ground signs with electronic message centers (EMCs), modified lighting heights and reduced internal landscaping, by a unanimous vote.
Staff described the proposal as an expansion of the west campus area at the Winnebago County Fairgrounds and Sunnyview Expo Center to provide more camping and parking for the expo center, county fair and music events. The plan replaces an existing roughly 600-stall lot south and west of the expo building with a new paved lot of about 690 stalls, expands southern gravel parking, and adds new gravel areas to the north and west of the paved lot. The proposal also reconfigures the main entrance drives adjacent to the expo building.
Because camping and large event uses rely on flexible surfaces, staff supported BSMs to allow gravel parking where code typically requires paved stalls, to allow a paved lot without interior parking islands (islands would obstruct tents and event equipment), to permit four ground sign structures (and EMCs) where code typically allows one per frontage, reduced sign setbacks for visibility, and to allow 31-foot lighting where the institutional district maximum is 20 feet. Staff recommended landscaping point offsets (e.g., 125% of required points and 25 shrub points per sign) to compensate for landscaping BSMs.
Staff said the sign and EMC requests are intended to provide wayfinding for multiple concurrent events and that reduced setbacks improve sightlines for safe ingress. Staff also supported limited reductions in interior photometric lighting levels in gravel areas because conventional pole-mounted lighting is not feasible in those locations and the proposed 31-foot pole height matches existing site fixtures.
Commission discussion included environmental concerns about increased asphalt; a commissioner urged contractors to avoid commercial sealants containing polycyclic aromatic hydrocarbons (PAHs), though commissioners noted the planning commission cannot dictate product choices for contractors. The motion to adopt staff findings and recommendations carried 7-0. The commission attached conditions in the staff report, including landscaping and coordination requirements.
