City backs Pine Hill accessibility trail LWCF application and authorizes up to $186,567 match from Mary Georgette fund

The Rutland City Board of Aldermen on Jan. 21 authorized the Recreation Department, in partnership with Pine Hill Partnership, to apply for a Land and Water Conservation Fund (LWCF) grant to build an accessible trail running from Pine Hill through Lower Georgette and back along East Creek.
Superintendent (Rec) Peters explained the pre-application price is approximately $514,100 (pre-application figure provided in packet) and that the LWCF program requires a local match; city staff described the match request as a reimbursement-style model with quarterly reimbursements. The board approved the application and then approved the Recreation Department's use of Mary Georgette funds as local match, authorizing up to $186,567 from that fund as the match, subject to reimbursement through the grant if awarded.
Aldermen discussed wetlands and boardwalk costs; engineers and staff said the higher cost estimate reflects required boardwalk construction to avoid wetland impacts and that engineering already completed by Pine Hill would assist a successful application. The board also referred the project to the Recreation Committee for continuing oversight and planning.
Votes: the board suspended the rules to take the matter up and approved the LWCF application and the use of Mary Georgette funds for the match by voice vote; the minutes record the motions as passed.
