Sherburne County board asks AMC to study basing utility production taxes on ‘plate rate’

Sherburne County commissioners on Jan. 21 revised their 2025 state and federal legislative priorities to direct AMC (Association of Minnesota Counties) staff to explore basing utility production taxes on a "plate rate" rather than singling out solar facilities.
County staff explained the original priority had supported expanding the solar power production tax to all facilities and basing it on a plate rate. AMC staff advised that shifting language to "explore" the plate-rate approach would allow further study, including whether the change should apply just to solar or to all utility production. One commissioner noted that if the policy applied only to solar it could be complicated, asking whether it would instead be universal across energy generation.
Commissioner discussion favored making the language universal so the study would consider applicability across utilities. The board passed a motion to amend and approve the legislative priorities as amended by voice vote. Staff said AMC would be asked to help develop models and further analysis.
