County approves switch to union health plan for two bargaining groups; officials cite savings

Klamath County commissioners voted to approve an agreement allowing KCSSA and KCPOA employees to switch their employer-sponsored health coverage from the Oregon Educators Benefit Board to a union-offered plan administered through the Fraternal Order of Police (Thin Blue Line).
Andrea Lisette of the county’s human-resources office told the board the switch would provide medical, dental and vision coverage for employees and their eligible dependents. Meeting remarks listed a $14.75 monthly employee premium for the union plan and stated the county currently contributes $1,680 per month toward premiums for these employees; county staff said the change will yield cost savings to the county and employees. The MOU was authorized for signature and the county announced Feb. 1, 2025 as the effective date for the insurance change.
A commissioner thanked representatives of KCSSA, KCPOA and Human Resources for years of work to finalize the change. The motion to approve the MOU passed with the chair signaling approval; meeting remarks said future fiscal impact will depend on premium changes and the county will account for the change in upcoming budget work.
