City manager: Vesper Village to apply for annexation and rezoning; work session suggested before formal hearings

The city manager reported at the Jan. 21 Board of Mayor and Aldermen meeting that Vesper Village, a large proposed development, held a required community meeting and is expected to file formal annexation and rezoning applications within the next week.
"We expect them to formally apply within the next week," the city manager said, adding that the community meeting was organized by the developer, not the city, and that staff had seen concepts but not a formal application. The manager said that if the application is received next week, staff would schedule the item for the March Planning Commission and March Board of Mayor and Aldermen agendas.
The city manager recommended a pre-application work session — possibly a 5 p.m. Tuesday or Thursday in late February — so the board and staff can review the developer’s formal proposals and have a focused dialogue rather than a long public hearing. The manager described the project conceptually as a coordinated set of smaller developments forming a main transportation corridor with commercial frontage and residential side streets, and characterized it as the largest development the city has encountered to date.
The manager said the work session would be open to the public and encouraged the board to consider scheduling it so staff and the developer could "dig into that" before the formal application process begins.
