"A large item was due to a, an item not being included and accounted for properly in the bid package," Ryan said, and he added that the $193,000 portion of the $247,000 change order is tied to that missed quantity.
Ryan said the project overall came in under budget originally and that funds are available to cover the change order. He said the staff is working with the engineering firm that prepared the bid package to determine how the omission occurred, noting some of the employees who prepared the bid are no longer with the firm.
Alderman Bradley moved to approve the change order and Alderman Hubbard seconded. The transcript records the motion as passing 7 to 6. The board directed staff to process the change order payment and to continue discussions with the engineering firm to determine responsibility for the missed quantity.
