Veterans Home Purchase Board seeks modest increases to cover repairs, digitization and conference travel

Kaiser said the board serves roughly 1,400 active loans and completed about 70 loan closings in the past year. The agency’s FY26 requests are primarily adjustments for inflation, a small salary increase for employees and a $50,000 parking-lot reserve for needed repairs.
Kaiser also said the board seeks technology upgrades — including digitizing paper files and improving computer equipment to support online interactions and to protect records after past incidents in which paper documents were damaged. He estimated digitization and equipment upgrades would cost about $5,000–$6,000 for file conversion and that travel to a national meeting typically costs $2,000–$3,000 per person; currently only one staff member attends.
Kaiser described the board’s shift from processing to loan servicing given its 1,400 active loans and said the agency has no immediate request for additional FTEs beyond modest salary adjustments. The subcommittee did not take formal action on the presentation during the hearing.
