MPO and TxDOT report TIP updates, traffic-incident and infrastructure monitoring efforts

Staff briefed the committee on Transportation Improvement Program project updates (Woodrow Road, Upland segments), traffic-incident management upgrades, DMS/CCTV deployments, wrong-way detection and roadway weather systems, and other district activities.
Committee members received a suite of reports covering TIP project status updates and TxDOT district operations.
Kylan (MPO/TxDOT staff) reviewed TIP project sequencing and right-of-way status for projects programmed in FY2023–2026. She said Woodrow Road segments are under construction and that the Upland Avenue projects have different segments with differing lettings: the Upland segment between 82nd and 98th has right-of-way in possession and utilities and is ready to let, while the Upland segment from 98th to 114th was moved to local letting and is in right-of-way acquisition. A shared-use path and roadway illumination on Woodrow Road (Slide to Indiana) remains dependent on the roadway letting but shows right-of-way in possession and ongoing utility relocation.
The committee also received a TISMO (Traffic Incident and Systems Management Operations) update from district notes provided by Jeremy. The update described ongoing installation and upgrades across the district including: replacement and upgrades of DMS (dynamic message signs) and CCTV where available; installation of wrong-way-driver detection systems (an example cited at Spur 331 and US 84) with planned LPD and Lubbock County Sheriff access to monitoring systems; deployment of approximately 25 road-weather information systems that record air and ground temperature and pressure; testing of illumination monitoring systems that alert TxDOT to outages; installation of solar-powered illumination solutions; and continued installation of cable barriers with first-responder access features.
Staff said many upgrades will be installed on both TxDOT projects and on-house district projects when feasible. The reports were provided as informational updates; no committee action was requested. Staff also distributed a fold-out map and monthly financial snapshot showing expense rates through November and that overall budget status was reported as in good shape.
The committee noted these operational improvements aim to improve traveler information, responder coordination and overall corridor safety. Staff indicated they will continue quarterly updates on TISMO activities and will present TIP amendment calls for revisions ahead of the February call for revisions.
