Lubbock MPO advances FY2024 annual performance and expenditure report to state and federal partners

The Lubbock Metropolitan Planning Organization Transportation Policy Committee on Jan. 21 approved Resolution 2024-16 to forward the FY2024 Annual Performance and Expenditure Report (APR) to the Texas Department of Transportation, the Federal Highway Administration and the Federal Transit Administration.
Mr. Lucero, presenting the APR, summarized the MPO’s FY24 accomplishments including completion of the 2050 Metropolitan Transportation Plan with consultant support, updates to Title VI and the public participation plan, and expanded public outreach that the presenter said captured participation across all county ZIP codes. Lucero also noted continued construction on major projects such as the SL 88 and Woodrow Road projects.
The APR presentation included budget figures reported by staff. Lucero reported the MPO’s FY24 total budget as $75,107.41 (not including the final bill from consultant HNTB) and said $665,977.59 had been expended, a figure he said represented approximately 89.87% of the allocation. Lucero told the committee the final HNTB invoice is outstanding; he said TxDOT will remove consultant charges from MPO reserves when the final bill is processed and the MPO will provide a final accounting once that invoice is received.
Committee members asked about survey results and public outreach. Lucero said combined survey results are available on request and cited roughly 600 responses to one survey plus an additional approximately 300 responses to a bicycle-and-pedestrian survey. On underspent line items, Lucero said unused planning funds roll into MPO reserves to be used in future planning cycles.
A motion to approve Resolution 2024-16 was made by Mr. Mandrell and seconded by Councilwoman McDonald; the chair called the question and announced the motion carried by voice vote. The transcript does not record a roll-call tally.
The committee also discussed minor budget variances: staff said Task 3 experienced a small overrun owing to timesheet adjustments (reported as an overrun of approximately $1,000), while other tasks came in under budget. The presenter said the MPO will return to provide a final accounting after TxDOT processes the consultant invoice.
