At its Jan. 21 meeting the council set a final assessment hearing for Utility Local Improvement District (ULID) No. 25 (Tulley Park Estates), adopted the Grama Road and Cuyo Park North islands annexation ordinance, authorized an interlocal agreement update for preapproved ADU plans, and appointed five human-services commissioners.
The Lacey City Council completed several formal actions Jan. 21. The votes below are a summary of those adopted items; council approved each item unanimously unless otherwise noted.

- Resolution 1162 — ULID No. 25 (Tulley Park Estates): Adopted. Motion to adopt Resolution 1162 fixed a public hearing to consider the final assessment roll for Utility Local Improvement District No. 25 (Tulley Park Estates) on March 18, 2025. - Ordinance 1672 — Grama Road and Cuyo Park North island annexations: Adopted. Council approved an ordinance annexing three islands (the Grama Road annexation area of approximately 253 acres and two Cuyo Park North islands totaling about 19 acres) under the interlocal agreement method (RCW 35A.14). Staff estimated the total population affected is roughly 400 residents; the ordinance includes an effective date of March 1, 2025 and a door-to-door census will follow to establish population-based revenue allocations. Outcome: adopted; effective March 1, 2025.
- Interlocal Agreement (ADU preapproved-plan update): Authorized. Council directed the city manager to enter an interlocal agreement with Olympia, Tumwater and Yelm to update Lacey’s preapproved accessory dwelling unit (ADU) plan portfolio and align updates through 2027. Staff and planners (Sarah Bartz and senior planner Hans) said the update responds to state code changes (including House Bill 1337 and energy code changes). Staff noted Lacey’s portfolio now includes six preapproved designs from 318 sq ft to 800 sq ft and that the city has processed 31 ADU permits to date (six using preapproved plans). Outcome: authorization to enter ILA; staff to proceed.
- Human Services commission appointments: Adopted. Council appointed five candidates who had expressed interest in serving on the Human Services Commission (names listed in the council packet and announced at the meeting: Angelina, Nancy, Dahlia, Brandon and Tiffany). Council will continue to recruit two additional commissioners through the standard application process. Outcome: appointments confirmed.
Context and notes
Staff emphasized procedure on several items: the ULID confirmation hearing is quasi-judicial and council members were reminded to avoid ex parte communications about assessment costs before the March 18 hearing. For the annexation vote staff noted boundary‑adjustment notifications and a subsequent private consultant door-to-door census to establish population-based revenue allocations. For the ADU ILA staff said the agreement will fund plan updates to conform to current state energy and residential-code requirements and align the participants through 2027.
Authorities and statutory references: staff referenced RCW 35A.14 for the interlocal annexation method and the state MFTE statute and other RCW provisions where applicable to the other items. The ULID process will follow state RCW notice and publication requirements.
