Chris Schaffer, director of the Colorado Bureau of Investigation, told the Joint Technology Committee that the Colorado gang database (COG), created by statute in 2004, has not been updated and is now inoperable.
"It is a system that was mandated by the CBI to put in place, per statute... since then we have received no funding to update the system, which is basically at this time, completely useless," Schaffer said. He said the current vendor quoted a replacement price of about $1,600,000 and that annual maintenance would be roughly $120,000.
Schaffer and other CBI staff told the committee that because COG is not functioning reliably, many local law enforcement agencies have developed their own gang databases that currently are not interoperable. He said the prior system applied 28 CFR standards for automatic removal if a person was not revalidated within five years, but that automation is no longer functioning.
Committee members asked whether an off‑the‑shelf product used by other states could be deployed; Schaffer said the COG board and CBI staff would evaluate other vendors and cited recent conversations with Texas and Arizona about their systems. Schaffer said OIT would not support the existing application at its current state and that the CBI plans a migration to a supported environment and vendor solution.
The committee did not take immediate action on funding but said the request would be considered as part of IT capital prioritization.
