Committee grants staff permission to draft annual rule-review bill, bill to enact 2024 CRS and reviser’s bill

The Committee on Legal Services authorized the Office of Legislative Legal Services on Jan. 22 to draft three regular housekeeping bills used each session: the annual rule‑review continuation bill, the bill to enact the 2024 Colorado Revised Statutes (the “bill to enact”), and the reviser’s bill.
Jake Baus (LLS) asked permission to draft the rule review bill, which postpones expiration of agency rules adopted or amended during the November 1, 2023–October 31, 2024 rule-review cycle, except those the committee votes not to extend. Baus noted one rule had already been voted not to extend on Nov. 14, 2024 and three State Board of Education rules were under separate consideration at this meeting.
Yelena Love (LLS) described the bill to enact, which establishes the softbound 2024 CRS as the official positive statutory law for the state and reflects technical compilation and harmonization changes made during publication. She also described the reviser’s bill, a later-session omnibus technical bill containing only non‑substantive corrections, an appendix explaining each change and typical examples such as correcting internal cross‑references, repealing obsolete provisions and harmonizing punctuation or capitalization.
The committee granted permission to draft all three bills. Following legislative custom, staff said each bill would be introduced in the Senate this session; senators and representatives volunteered as prime sponsors and cosponsors during the meeting. Staff will return with draft language and sponsor information when ready.
