Senate enrolls earlier bills, introduces two new measures on mining and youth environmental justice, president signs two joint resolutions

The Senate announced that Senate Bills 51, 52 and 53 were "correctly enrolled" and reported that the president of the Senate signed Senate Joint Resolutions 2 and 3.
Senators Simpson and Bridges, joined in the House by Representatives Martinez and McCormick, introduced Senate Bill 54, described on the floor as concerning the regulation of mining activities. The floor reading of SB54 says it would create a new permit type to facilitate cleanup of abandoned mine waste piles, update forfeiture and warranty procedures, and ratify Colorado’s membership in the interstate mining compact and the interstate mining commission. The bill was referred to the Senate Agriculture and Natural Resources Committee for consideration.
Senate Bill 55, introduced by Senators Winter and Marchman, was read into the record as concerning measures to involve youth in environmental justice matters and was referred to the Health and Human Services Committee.
Separately, the Senate clerk announced that the president had signed Senate Joint Resolutions 2 and 3. The Senate also confirmed on the record that Senate bills 51 through 53 were correctly enrolled for transmission.
On the floor Senator Winter reminded members of a joint Transportation and Energy committee hearing to follow adjournment in the old Supreme Court chamber to address tribal and energy topics, with the transportation portion to occur the following day; Senator Coker welcomed members of the Colorado Health Care Association to the Capitol and invited senators to a breakfast in the first-floor foyer. The majority leader also reminded members of the deadline for early-bill delivery to the front desk and moved adjournment until 9 a.m. Friday, Jan. 17, 2025.
