Deltona staff outline plan to plug artesian ‘boil,’ restore Lakeshore 4B intake and boat ramp

At a Deltona City Commission meeting, utility staff updated commissioners on the Lakeshore 4B (Lakeshore Strahl) aquifer storage and recovery (ASR) project and the artesian "boil" that forced closure of the nearby boat ramp and delayed the project.

The presentation outlined the project’s phases, explained St. Johns River Water Management District’s direction that the boil be plugged, and described immediate steps staff will seek: dewatering the intake area, hiring geotechnical contractors to locate and grout the artesian flow, dredging the ramp approach and removing sheet piling, and pursuing grants and intergovernmental partners to offset costs.

The city’s Deputy Utility Director, Jim Parrish, described the project as a multi‑phase effort that began with a rapid infiltration basin and an Alexander Avenue treatment site (the 4A work) and continued to the 4B intake structure. Parrish said the city has “spent approximately $5,000,000 on this project to date,” and that site restoration alone is estimated at about $300,000. He told commissioners the latest preliminary estimate to finish the 4B work is roughly $4 million to $5 million, and that the district has grant programs that could cover the grouting portion; Parrish said the geotechnical investigation would be a city expense.
