The Camarillo City Council authorized the city manager to execute a restated and amended franchise agreement for solid waste handling services with EJ Harrison & Sons during the Jan. 22 meeting.
Senior management analyst Monique Martinez and the city's solid waste consultant summarized the agreement as a consolidation of prior amendments, updated service levels to comply with state law (SB 1383), a shift to 100% of the Consumer Price Index for annual adjustments (capped at 4%), and expanded services including increased bulky‑item collections and new multifamily pickups.
Martinez said the contract term in the proposed restated agreement runs through June 30, 2029, with two five‑year extensions (the first contingent on performance). She noted tipping‑fee increases are separate from the CPI calculation; for fiscal 2024–25 about 6 percentage points of a recent 9.17% residential rate adjustment were attributed to landfill tipping fees.
Key additions in the agreement include the contractor’s accelerated plan to meet CalRecycle bin‑exchange color requirements and a new city benefit: delivery of free mulch for city and resident use at community events. The contract adds two bulky‑item residential pickups per year (for a total of four) and establishes a multifamily bulky‑item pick‑up entitlement tied to unit counts.
The staff report recommended authorizing the city manager to execute agreement number 2020‑201459L. After committee review and public discussion, the council voted unanimously to adopt the restated franchise agreement.
Vote: Council Members Martinez Bravo, Santangelo, Tremblay and Mayor Kildee voted yes; the motion passed 4–0. The contract will move to implementation steps, including a community outreach campaign and transition of residential customer service billing to EJ Harrison by June 30, 2025.
