Committee discussion centered on three issues: (1) who may suggest items of business for the agenda, (2) whether to set a strict number-of-days deadline for submitting agenda items before a regular meeting, and (3) how special meetings should be limited to urgent matters without unduly restricting the board’s ability to conduct necessary district business.
Several members objected to language that would require all "persons" to submit suggested items a fixed number of days before a meeting, saying that formulation could prevent reasonable, necessary additions and impede ordinary district operations. Committee members agreed to change the wording to specify "board members" when referring to who may suggest items and to remove a strict number-of-days requirement; instead, staff should submit items to the superintendent and board president in the usual course, with an emergency exception for urgent matters. The committee also agreed to add plural wording to Policy 2320 (special meetings) so special meetings may address "one or more specific issues or decisions" when necessary.
The chair asked Margo to "massage" the draft and return Policy 2342 to the committee with suggested revisions; the revised text will then go to the board for first reading if the committee approves it.
Ending: The committee postponed final action on agenda-dissemination language and scheduled a redraft for February, while instructing staff to prepare a clean first-read draft for the Jan. 28 board packet where applicable.
