Finance staff said the revised procurement standards explicitly require one local and one minority/women‑owned business among the three quotes and described outreach and interagency work to increase local and diverse vendor participation.
Alder Revere asked whether the finance department’s threshold matrix and public guidance would be updated; finance staff said they would reconcile and publish revised matrices and standards after ordinance adoption. Committee members also discussed whether inflation might warrant a higher threshold; staff said raising the threshold further is a tradeoff between efficiency and due diligence and that $75,000 was an incremental step responsive to inflation.
The committee moved and seconded adoption of the ordinance; with no objection the committee recorded a unanimous vote in favor.
