City engineering staff presented a project update and requested feedback on the Mineral Point Road reconstruction between the Beltline ramps and High Point Road. Andy Zwig, a principal engineer with the City’s Engineering Division, said the project is funded by WisDOT and the consultant is working toward a 60% design milestone.
Project highlights and scope: - Drainage: the project includes a large box culvert (8‑foot diameter segments) and a combination of micro‑tunneling and open‑trench construction to move stormwater and reduce ponding that currently affects the area west of the Beltline (near Target/Taco Bell). - Pavement, curb and sidewalk: reconstruction of failing pavement segments, spot curb and sidewalk replacement, and upgrades to lighting are included; staff plan to preserve recently installed BRT infrastructure and the shared‑use path on the north side where possible. - Pedestrian crossing safety: staff proposed removing left turns from Tree Lane and Big Sky Drive onto Mineral Point and installing a diagonal crosswalk with a median refuge to shorten crossing distances and add a pedestrian refuge. - East end: at the High Point Road intersection staff plan a “do‑not‑block” area to reduce conflicts with the QuikTrip driveway and truck movements; staff said they will review truck turning movements to avoid constraining fuel deliveries. - Bicycle access near BRT: engineers proposed a short “slip ramp” so bicyclists could exit the road, use a widened sidewalk segment and cross diagonally to the shared‑use path; staff said geometric and retaining‑wall constraints limit sidewalk widening but they will investigate partial widening where feasible.
Why it matters: the project combines pavement rehabilitation with drainage improvements to address recurring flooding and aims to improve pedestrian crossings and bicycle connectivity near a transit station. Staff said the project will return to the commission for formal approval of geometry in February.
Next steps: staff will refine design details (sidewalk widths and the Tree Lane/Big Sky turn restrictions), continue coordination with WisDOT and the BRT project team, and return with revised plans for commission review.
