The Burke County Board of Commissioners on Jan. 21 appointed two county nominees to seats on the Morganton Board of Adjustment (extraterritorial jurisdiction), voting 3–2 to place Johnny Carswell in the regular seat and Gene Kirby in the alternate seat.
Madam Clerk noted two applications for the county’s two seats; the terms run three years to June 3, 2028. Commissioner Randy Burns made the motion to seat Carswell in the regular seat and Kirby as the alternate, saying both applicants were qualified. The board approved the motion 3–2; the roll call was not read into the record.
Commissioner Stroud expressed displeasure with the outcome and referred to a personal incident—"When a man don't shake your hand, I have a little problem with that"—and said he wished Kirby had been assigned to the regular seat. Other commissioners urged collegiality and reconciliation during a brief exchange on the dais.
