Burke County creates temporary-dwelling rules for RVs and campers to aid residents rebuilding homes

Burke County commissioners adopted Ordinance 2025-1 (ZTA 2024-03) on Jan. 21 to add a temporary-dwelling section to the county zoning ordinance permitting temporary housing such as RVs and campers under defined conditions.
Alan Blinds (Community Development) said the change responds to recovery needs after hurricane Helene and to other situations—fires or home rebuilds—where property owners need temporary onsite shelter. "As of mid November, we counted about a 160 households in Burke County that were receiving some sort of FEMA provided housing support," he said. Staff reviewed coastal counties’ language and added provisions allowing placement on an alternate site tied to a building permit when a permanent home site is not ready, with six-month renewals built into the draft.
The board’s consistency statement, read as part of the motion, said the amendment supports the Blueprint Burke strategic land-use plan goal of developing new housing and maintaining older housing; the statement noted the amendment gives homeowners an option to stay on property while building or repairing a dwelling and that permitting allows inspection of temporary utility connections for safety.
Commissioners approved the ordinance and findings 5-0.
Ending: The county will implement the temporary-dwelling permit process through Community Development; staff offered to answer questions and to finalize administrative procedures following adoption.
