Commissioners rezone two Liberty Church Road parcels to Residential-3, citing housing infill

The Burke County Board of Commissioners on Jan. 21 voted 5-0 to adopt Ordinance 2025-2, rezoning two vacant parcels at 0 Liberty Church Road from General Business (GB) to Residential-3 (R-3).
Alec Meis of Community Development presented the rezoning request, saying the two parcels—formerly part of a heating-and-air business—total about 1.02 acres and are currently vacant. He said the applicant, John Young, intends to use the parcels for two homes. "If the rezoning was approved tonight, we would be adjusting that map to show the yellow section, which is really, residential infill all around it," Meis said.
The board’s consistency statement and findings, read into the record as part of the motion, said the rezoning conforms with the Burke strategic land-use plan (the Blueprint Burke plan) because the plan shows residential infill for the area. The motion cited two findings in support: Burke County’s housing shortage and the parcels’ compatibility with surrounding residential character.
Commissioner Randy Burns moved adoption of the ordinance and the board approved the motion unanimously.
Ending: The planning and zoning map will be updated to reflect the Residential-3 designation; the ordinance as corrected in the meeting is recorded as Ordinance 2025-2.
