The Vista Planning Commission voted unanimously to adopt an amendment to a previously approved special use permit (PC 8-078) to convert a portion of the existing bank building and its ATM drive‑thru at 640 Hacienda Drive into a drive‑thru restaurant.
Planning staff said the site is part of a larger integrated commercial center and is zoned C-1 (commercial) with a general commercial land‑use designation. Staff described the project (P24-0340) as an amendment to convert part of a vacant bank space and repurpose the existing ATM drive‑thru as a restaurant drive‑thru. Staff said the bank suite would remain in the building and that no exterior facade changes were proposed; tenant improvements would follow once a tenant is identified.
Staff reported the proposed restaurant would operate roughly 6 a.m. to midnight with 4–5 employees, and that the proposed drive‑thru queue can serve up to 18–19 vehicles. Commissioners questioned whether three queuing lanes would each have ordering stations or merge to a single ordering point; the applicant’s representative, Vince Catulla of 640 Hacienda LLC, said the final call‑box and ordering layout is undetermined and would be resolved by the tenant. Catulla also said the call‑box noise was not expected to be a concern because the site fronts a major commercial street and is not adjacent to residential parcels within close hearing distance.
Commissioner De Jesus moved adoption of Resolution 2025 granting the amendment; the motion was seconded and passed unanimously.
Staff said the project is consistent with the general plan and the municipal development code and that the project is categorically exempt from CEQA under CEQA Guidelines §15332 (in‑fill development projects). The commission’s approval authorizes the amendment; final build‑out and operating details will be finalized once a tenant is selected and through usual building and health‑department reviews.
