The Vista Planning Commission unanimously approved a special use permit allowing Balboa Bail Bonds to open offices at 1463 West Vista Way (project P24-0331).
Planning staff said the 1.13-acre site is a multi-tenant retail center in a CN (neighborhood commercial) general-plan designation and is zoned C-1 commercial. Staff described the proposed use as office-only, with most business handled digitally, and recommended adoption of Resolution 2025 to permit the operation under the city’s development code.
A representative for the applicant told the commission the firm is relocating from 400 South Melrose Drive, Suite 108, citing electrical and safety problems at the prior location and an ongoing lawsuit with another bail bond agency. The applicant said the move is intended to protect employee safety and provide more reliable office conditions.
Commissioner Looney asked staff whether the report’s reference to “undesirable circumstances” at the prior location merited city attention; staff said they could follow up if the commission wanted. No public speakers testified on the item.
Commissioner De Jesus moved adoption of Resolution 2025 to grant the special use permit; the motion was seconded and approved unanimously.
The permit allows the operator to proceed with tenant improvements and other permitting required for occupancy; staff noted there are no proposed exterior facade changes and that the site is within about one mile of the county court complex.
