Marshall County Health Department to fund grief services for up to 20 local children; three MOUs approved pending insurance documentation

The Marshall County Board of Commissioners approved three memoranda of understanding presented Jan. 13 by Sandy Dunphy, administrator of the Marshall County Health Department, authorizing the county to partner with community providers for services funded by Health First Indiana grants.
Dunphy asked the commissioners to approve: (1) a funding agreement with Dustin’s Place to sponsor grief-support services for 20 Marshall County children, with the health department contributing $30,000 from Health First Indiana funds; (2) a clinical-affiliation agreement with Marian University (Ancilla) to host nursing students for community-health rotations (no county funding); and (3) an MOU with the Ladybug Foundation to sponsor prenatal wellness sessions that include education and prenatal yoga, with Marshall County residents eligible for sponsorship. The health director said the Ladybug amount for this session was not finalized in the meeting materials and will be confirmed.
Commissioners approved all three MOUs, subject to the county’s standard insurance and certificate-of-insurance requirements and subject to the county attorney’s review of liability language. The county’s insurance advisor and legal counsel had suggested edits; the board required each entity to provide the county’s certificate template naming the county as additional insured. The approvals were contingent on receipt and acceptance of those insurance documents and completion of final contract language.
Dunphy described how the Dustin’s Place sponsorship will free other funds for facility renovations and said the departmental grant funds that will pay for the $30,000 are already appropriated. The Marian University clinical rotations will not start until the insurance and contractual steps are completed. Commissioners also noted that payments to vendors will not be made until fully executed agreements and insurance documentation are in place.
All three approvals were recorded as motions carried by voice vote.
