Finance staff presents midyear budget adjustments; county to consider paying off Enterprise vehicle lease

At the Jan. 21 work session, county finance staff presented midyear budget amendments and a proposal to pay off a sheriff’s vehicle lease with Enterprise.
Kim VandeHeit summarized revenue increases since the July 1 budget adoption that do not exceed the 1% threshold triggering a public hearing and therefore can be handled on the consent agenda. She cited specific incoming funds, including donations to the county pet center (for spay/neuter programs), returned grant draws routed through Danville, workforce investment board funds, a capital‑funds refund for returned equipment, courthouse-security fee receipts and proceeds from a roll‑off truck sale.
On the sheriff’s vehicle lease, VandeHeit reported staff reviewed the five‑year lease and found the interest and upfit costs make early payoff advantageous. The total payoff figure presented to the board was $1,000,378.787 (as stated in the presentation); staff said paying off the lease could save the county about $250,000 over the five‑year term. Most of the funds to cover the payoff are already in the sheriff’s office budget from previous carryover and vacancy savings, and staff expect the transaction to be absorbed without an amendment at this time. VandeHeit said the board will see the related consent agenda item at a future meeting.
VandeHeit said the midyear amendments themselves do not require a public hearing because they do not change the overall budget by more than 1 percent.
